Cosmetics - "Responsible Person"

Starting from July 2013, cosmetics companies are required to have a designated legal or natural person within the EU - known as a “Responsible Person” – if they wish to place the products on the European market. This person is responsible for keeping product information files (dossiers) for cosmetic products as well as ensuring compliance of a product with all the requirements of the Cosmetic Product Regulation.

LATSERT provides help to cosmetic importers and retailers to accomplish the duties required for a Responsible Person. 

Regulation (EC) No. 1223/2009 sets out that the Responsible Person shall ensure that:

• The cosmetic products are safe for human health and have been manufactured in compliance with good manufacturing practice;

• Cosmetic product safety assessment prescribed for in the Regulation has been carried out; 

• The responsible person has the "Cosmetic product information file"; 

• Notification of cosmetic products to the European Commission (CPNP) has been carried out;

• Composition and labelling of the cosmetic products conform to the requirements of Regulation No. 1223/2009 etc.
